New Order to Competitions: What’s the Use of Competition, Forget About It! / Bilal Yakut

The new regulations on competitions under the Public Procurement Law was brought into force in December 2002. Bilal Yakut says that despite some reforms it brought in terms of the demands and expectations of architectural society, the new regulations foresaw some arrangements that shall make its implementation impossible. Yakut paves way for a discussion on the future of competitions under 5 main titles: “International competitions”, “nomination of jury members”, “intellectual rights”, “commissioning of the winner” and “cancellation of competitions”.

The Historical Cities Association was founded upon initiatives of some officials and civilians, who aimed at institutionalizing the solidarity among local administrations for the protection of cultural heritage and old texture in historical cities. This section summarizes the foundation process of the association. It also includes the projects awarded in the competition and an article by the General Advisor of Association, Oktay Ekinci, on the award system.

The National Students of Architecture Convention, which gathered for the 7th time this year at METU with the theme of “Thou”, provided an environment for active participation and production by means of architectural design oriented workshops. After the convention, students from several universities gathered in a meeting, which was chaired by themselves, and drew their future-oriented perspectives on different education models, qualities and problems, with a critical approach. In the context of this convention, Ciravoğlu mentions that as well as the “formal” character of architectural education based on a certain curriculum, it is necessary to focus on the “informal” approach, which is based on workshop activities and intellectual exchange. In his article, Şentek evaluates the contemporary debates about architectural education and standardization in the framework of activities carried out by the Chamber of Architects and UIA.

RETROSPECTIVE

An İstanbulian in America: Osep Saraf

Osep Saraf, the guest of our file in this issue, is an architect, who spent most of his life-time in USA and who still continues his professional life in Michigan without breaking his ties from the environment in Turkey, by means of competitions and realized projects. This article includes the professional life, realized / unrealized projects and principles of Saraf as well as the architects and movements influenced him, his opinions on the profession of architecture and his suggestions about architectural education. Saraf says, “Actually, I believe that architecture is a service. Building is not designed for merely artistic purposes. First of all, a building should serve its users and enable them to use it together with its surrounding, with pleasure...”

EARTHQUAKE

* Preparing Istanbul for Earthquake as a Civilizational Project / Yücel Gürsel

After the Marmara Earthquakes occured in 1999, the issues of post-earthquake reconstruction and precautions against a likely earthquake were on the main agenda of Turkey. Meanwhile, many criticisms are being voiced about the insufficiency of the work carried out on these issues. Kulaksızoğlu, who takes up the contemporary researches and the related state policy with a critical approach, says, “The silence, ambiguity and fatalism towards the expected big earthquake should be removed and a consistent state policy should be produced”. On the other hand, Yucel Gürsel elaborates the earthquake issue in the context of “preparing İstanbul against a likely earthquake”. Gürsel describes this project as a “civilisation/al project” consisting of economic, social and cultural aspects and financial, administrative and legal processes.

What Happens at Ground Zero?

New York authorities decided to continue the post-September 11 design process of the World Trade Center area with the design concepts of Studio Libeskind. The article includes developments during the design process, in which design groups, authorized institutions, state administration and people living in the area take part.

COMPETITION

Antalya Altın Portakal Film Museum Architectural Project Competition

The Competition of Antalya Altın Portakal Film Museum, which was opened by the Antalya Metropolitan Office, was concluded on September 9, 2002. The building, which will be constructed in the rapidly developing Fair Area and Culture Park of the city, is expected to shed light on the history of Antalya Altın Portakal Film Festival, which has an important place in the history of the city and will contribute to the development of the cultural life. The winner was Alişan Çolakoğlu, while the team İpek Yürekli, Arda İnceoğlu and Suna Birsen was ranked the second and Yasemin Balkan and Fırat Aykaç were ranked the third. Jury members of the competition shared the opinion that, “The number of entries and the diversity of proposald would contribute to the architectural discourse in Turkey”.

EXHIBITION

* Ongoing Debate: The Representation of Turkey at the UIA-2002 Berlin Congress / Aydan Balamir

* Turkey’s Exhibitions at the UIA-2002 Berlin Congress / Oktay Ekinci, Emine Komut, Aydan Erim

In the framework of the 22nd Congress of International Union of Architects (UIA) realized in Berlin in 2002, 5 exhibitions were prepared on behalf of Turkey, under the categories predetermined by the union: “National Awards for Architecture (Building) 1988-2002” / the exhibition with theme “Shelter-Homeless-Poverty” / the exhibition of “Design for Safety” / the exhibition of “2005-İstanbul” / “Civil Architecture and Housing Tradition in Anatolia”. This section includes an evaluation of the exhibitions and promotion of Turkey at Berlin, followed by the exhibition panels and brief information texts written by those who prepared these exhibitions.
