ARCHITECTURE OF THE REPUBLICAN PERIOD

An Overview on the Symposium and Exhibition on Seyfi Arkan: A Pioneering Figure in Modernism / Bilge İmamoğlu

In the scope of the Commemoration Programme 2008-2010, the Chamber of Architects chosen to commemorate the architect Seyfi Arkan, who is also known as the “architect of Atatürk”. The theme of the programme was decided as: “Seyfi Arkan: A Pioneering Figure in Modernism” and the events organised in this respect included a symposium, which evolved around the notable aspects of his period and on the work of the architect. A retrospective exhibition, which was opened as a parallel event to the symposium, presented a comprehensive collection of the work of Arkan. İmamoğlu presents a review on the scope of the programme, the exhibition and the symposium.

Seyfi Arkan or a Disparaged Classicist-Modernist / Mehmet Rıfat Akbulut

In addition to the general overview on the scope of the programme, Akbulut’s review focuses more specifically on the contents of the discussions that took place at the symposium. Presenting a detailed review on the discussions in the symposium that subjected the role and position of Arkan as an educator and his contributions on the discourse of planning in Turkey, he stresses the fact that the value of his work usually overlooked and therefore went unnoticed in the historiography of Turkish architecture and planning.

ARCHITECTURAL POLICIES

European Forum for Architectural Policies Conference: “Crossing Borders-Bridging Gaps” Took Place in Stockholm / Tuğçe Selin Tağmat

European Forum for Architectural Policies (EFAP) is an international platform, working for the betterment of architectural quality in urban and rural environment in all over Europe. The conference held by EFAP, in Stockholm, 2-5 December 2009, focused on the issues related to innovative planning and designing sustainable infrastructure. Under the theme of the conference “Crossing Borders-Bridging Gaps”, the aim was to promote exchanging experiences and to articulate and discuss the issues in the architectural policies of different countries in an international platform.   

AGENDA

Discussions on Atatürk Cultural Centres of İstanbul and Ankara

During 2009, two significant cultural centres (AKM) of both İstanbul and Ankara had to face various discussions on their future in the light of different concerns of various different actors, including; politicians, administrators and planners. AKM in İstanbul was planned to be re-opened in the scope of events for 2010 Istanbul Culture of Capital, but failed to do so. The current struggles in the process and recent condition of the building were presented by two articles written by the Chamber of Architects and by Murat Tabanlıoğlu. Recent proclaims of the Turkish Minister of Culture on the future of AKM in Ankara, on the other hand, presents different problems and questions to be answered. Utilisation of current functions of the area has been an ongoing discussion for a while and the article of Nimet Özgönül comments on the recent condition and possible future of the AKM Ankara.


AGENDA

An Interview on a Minaret in the Neuchâtel Region of Switzerland: “An Eastern Trace” in the Village of Serrières

In November 2009 there was a referendum on the prohibition of minarets in Switzerland. There were a series of correspondences on the subject between the Chamber of Architects of Turkey, Swiss Conference of Architects and the Architects’ Council of Europe.  Parallel to the discussions that are related to the referendum and the design of the mosque, which carries Islamic motives and realised by an exotic traveller Philippe Suchard in the village of Serrières, the article presents an overview on the ongoing discussions.   

FILE: Urban Renewal and Transformation: Experiences

The name of the intensive efforts to regenerate urban areas in Turkey are started to be called either “Urban Renewal” or “Urban Transformation” projects and this phenomena arose from different dynamics than most of the examples in Western countries, thus has already started to generate a discourse of its own. The concept fist came into use after the 1999 Marmara Earthquake and started to be referred in most of the discussions on the planning of degenerated urban areas that were subjected to illegal developments or lost their sanitary conditions after certain rehabilitation programmes. Soon the concept started to be used in discussions on the historical centres and the earthquake risks were taken to justify the “renewal” of the historical fabric within the city. The interest of the political bodies and the governmental initiatives for the transformation projects within the cities is related to the rise of value within the city centres and the desire to re-distribute this profit.

Consequently the concept of urban transformation was taken as a physical project rather than a process, disregarding the social and cultural aspects of the issue completely. It is now almost impossible to mention the existence of any participatory processes or pluralistic practices within these projects. Various legal regulations were put into use starting from 2005 in order to direct these operations and achieve a continuum in the processes.  In the scope of these legal regulations, the foremost areas, which are opened for urban transformation, include Sulukule, Tarlabaşı, Süleymaniye and Fener-Balat. The file presents a collection of articles, which present an interdisciplinary and multi-dimensional approach to the issue at hand, and scrutinise the transformation projects that have been ongoing in İstanbul in last few years. 

URBANISM AND ARCHITECTURE

Last 10 Year of Architecture and Planning in Turkey / Zekai Görgülü, Tülin Görgülü

Last 10 Years of Architecture and Planning Symposium, organised in June 2009 in İstanbul, provided a discussion platform on the interactions, contextual relations and contradictions between recent urban projects and contemporary architectural schemes. The authors evaluate on the proceedings of the symposium.  

COMPETITION

İstanbul Pedestrian Footbridge Design Ideas Competition

Opened by the İstanbul Metropolitan Municipality in 19th June 2009, the competition sought for innovative design ideas for pedestrian footbridges for three different locations, including Topkapı, Fındıkzade and Göztepe. The winners of the competition were announced in 30th October 2009 and 3 grand awards and 3 mansions were given for the projects of each location. Since the given locations are actually problematic spots within the city, most of the projects presented an urban scale design scheme, proposing a larger intervention on the urban fabric.

FROM RURAL / CITY

Balaban Village and its Mosque / Hüseyin Kahvecioğlu

Like most of the surrounding settlements, Balaban village of Kayseri, houses the traces of various historical Anatolian civilisations that have lived in the geography.  With its houses and architecture, which rest on a building heritage of thousand years, Balaban Mosque, built 40 years ago, still preserves its uniqueness within the fabric of the village. The author presents an overview on the unknown values of the Balaban village.

URBAN INTERVENTION / HISTORICAL ENVIRONMENT

Urban Identity: The Effects of Tanjant and Karadeniz Coast Motorways on the Urban Identity of Trabzon / Tülay Zorlu, Erkan Aydıntan, Emre Engin

Trabzon, being both a historical and a coastal city, managed to preserve its urban identity till today in the light of the  initial planning principles that were established in 1937 urban plan of the French urban planner, Lambert. However in trying to bring a solution to the transportation problem of Trabzon, Tanjant Motorway built in 2000, caused irreversible damage on the historical values of the city centre. In addition to that Karadeniz Coastal Motorway, which was built in 2007, destroyed the coastal characteristics of the city completely. The authors comment on the various other disadvantages of both projects, which were built to answer the transportation problem of the city in the beginning.

ARCHITECTURAL HISTORY

Projects and Documents on the Design of İzmit Prison at the beginning of the 20th Century / Oya Şenyurt

One of the last reforms that the Ottoman Empire realised was the modernisation of the Ottoman prisons both operationally and architecturally. It is a known fact that also Mimar Kemalettin (Turkish architect of the late Ottoman times) prepared a detailed report on the subject, while he was working under the Ottoman Trustee Foundation. The projects of the İzmit Prison, which was planned to be built in the beginning of the 20th century but then couldn’t get realised, were found in the archives recently. The author reveals the architectural reflections of this prison reform programme in the light of the projects recently extracted from the archives.   

ENVIRONMENTAL ARCHITECTURE

Solar Decathlon: A Stimulating Model for Turkey / Sedef Altun, Saadet Toker

Being in practice since 2002 in America, Solar Decathlon brings attention to one of the biggest challenges we face today, which is an ever increasing need for energy. As an internationally recognized “environmental event”, it offers powerful solutions using energy more efficiently and using energy from renewable sources. The authors analyse possible assets and future contributions of such an event if organised in our country.   

What is New in the Energy Performance Regulations?

The details in architectural projects and design criteria turn out to be very significant in putting into practice the Energy Performance Regulations, which was enacted in December 2009. Even though it seems today that the issue is mostly related to the disciplinary field of mechanical and electrical engineering, it is an utmost necessity that the issue should be related to the field of architectural practice as soon as possible. The interview questions the significance of the subject for architects and brings forth the current developments on the subject.     

ARCHITECTURE AND SOCIETY

A Social Overview on Architecture and Urbanism / Afşar Timuçin

The fifth Assembly on Architecture and Education organised by the Chamber of Architects of Turkey in November 2009, in İstanbul, brought together very interesting presentations of participants. The author, who participated into the Assembly, presented interesting analysis on cities, planners who plan the cities and citizens who live in those cities. To authors’ view, in reality social consciousness reflects on our cities as a whole and even if we see ourselves in a privileged position, we are still part of this reality. 

Studies on Architecture and Children: Education on Build Environment / Hikmet Gökmen

The Chamber of Architects has been working on improving the relations of the society with architecture. In this respect it has started a series of events to promote urban culture to children, thus creating a consciousness towards the build environment. Instead of solely introducing the profession of architecture to children, the work group and the events they organise try to create awareness in children towards the environment they play and live in.
